The Domestic Violence Prevention Enhancements and Leadership
Through Alliances (DELTA) project is a 3 year collaborative
effort between the Centers for Disease Control (CDC), 14
state domestic violence coalitions, and local community
task forces or other similar community coordinated response
(CCR) efforts.
The purpose of North Dakota’s DELTA project is to stimulate
the development and implementation of activities to prevent
intimate partner domestic violence that can be integrated
into coordinated community responses (CCRs) or similar community
based collaborations, including task forces and interagency
groups at a local level (See Resources- “What are we trying
to prevent?”). In North Dakota, and at the national level,
some community based collaborations have been developed
in an effort to create a community, or criminal justice
intervention response to intimate partner domestic violence.
Other community based collaborations, specific to ND, have
been created and defined as interagency groups, comprised
of local community leaders/members who respond to social
problems specific to their community. Intimate partner domestic
violence may not be the primary focus of these groups; other
social issues are often also addressed, such as underage
drinking, mental health issues, teen pregnancy, etc.
Like the Greek symbol, the DELTA project is all about
CHANGE. The primary elements that make this project a unique
approach to prevention are: the DELTA focus on primary prevention,
a multi-level approach that will attempt to influence change
at various levels in the community, and the emphasis on
a collaborative process.
Prevention Focus
ND’s DELTA project seeks to enhance the CCRs traditional
response of providing access to criminal justice and victim
services after the victimization has occurred by funding
activities and projects that focus on preventing intimate
partner domestic violence from initially occurring, thereby
allowing communities the opportunity to integrate a full
spectrum of intimate partner domestic violence prevention
activities in their community. The DELTA project intends
to build upon and enhance these prevention activities by
examining underlying attitudes or social norms in communities
that perpetuate intimate partner domestic violence and creating
social change through the process of prevention.
Activities to prevent intimate partner domestic violence
are defined as community level services, policies and actions
that prevent first time perpetration and victimization.
They are often referred to as primary prevention of intimate
partner domestic violence and require a community level
process to identify and implement.
Multi-Level Approach
Specifically, primary prevention enhancements (activities,
policies, programs and strategies) will be initiated to
prevent first time perpetration and victimization of intimate
partner domestic violence (IP-DV) by using one of two approaches.
By using a universal approach, the prevention enhancements
will be aimed at the entire population (i.e. a whole county
or all students at an elementary school); a selected approach
focuses prevention on individuals or groups with a heightened
risk of perpetrating intimate partner domestic violence
(i.e. young adult males that witnessed IP-DV as a child
or those being victimized by intimate partner domestic violence).
Those groups at heightened risk (i.e. young adult males
that witnessed IP-DV as a child) have not experienced intimate
partner domestic violence themselves, and the goal is to
prevent them from ever experiencing it. The ND DELTA program
does not focus on providing intervention services, such
as law enforcement activities or victim/survivor services,
because those activities and services traditionally focus
on preventing re-victimization or re-perpetration of IP-DV.
Prevention enhancements are currently being identified
to address the following priority populations and sectors
from which CCRs will be able to choose as they begin to
implement prevention activities in their communities.

Collaborative Process
As illustrated in the chart below, the DELTA project
is a collaborative effort between NDCAWS, CDC, 14 state
domestic violence coalitions, and local CCRs in each state.
Information and resource sharing, training and technical
assistance are all key components to the collaborative effort.
NDCAWS and the coalitions in Alaska, California, Delaware,
Florida, Kansas, Michigan, Montana, New York, North Carolina,
Ohio, Rhode Island, Virginia and Wisconsin were selected
based upon their abilities to develop prevention initiatives,
coordinate services, and mobilize communities to respond
to domestic violence.
