Objective:
To provide immediate and comprehensive services for sexual
assault victims in the Bismarck community through a team
approach that includes involvement of Law enforcement,
Advocates, Sexual Assault Nurse Examiner, Emergency room
Physicians, Prosecutor, Victim Witness Advocates, and Victim
Services.
The roles of each team member are summarized as follows but
outlined in detail in the Bismarck/Mandan Sexual Assault
Protocol developed by the Sexual Assault Task Force.
Program Coordinator Role:
Operates under the auspices of the Abused Adult Resource
Center
• Coordinate all victim and program services through the team
of professionals
and agencies providing response services
• Coordinate on-call nurse examiner services In conjunction
with the SART
• Advisory Committee develop program policies
and procedures to guide program services
• Facilitate regular meetings of the sexual assault task force
Medical Director Role:
Operates under the auspices of a medical facility or their
own private practice
• Approve medical procedures/protocol
• Provide supervision to nurse examiner
• Provides case consultation and review
Emergency Physician’s Role:
Operates under the auspices of the medical facility in
which they are providing
emergency medical care
• Evaluate victim for injuries that need immediate treatment
• Prescribe medications
• Provide consultation to SANE
Law Enforcement:
Operates under the auspices of the Law Enforcement agency
they are providing
services for
• Interview Victim
• Secure crime scene
• Collect evidence
• Maintain chain of evidence
• Interview alleged assailant and witnesses
• Send report to states attorney
• Testify in court
Sexual Assault Nurse Examiner’s Role:
Operates under the auspices of a contract employee with the
Abused Adult
Resource Center
• Acknowledges physical and emotional concerns of the survivor
• Completes the forensic evidentiary exam and maintains the
chain of evidence
• Provides prophylactic STD treatment, pregnancy testing and
prevention
• Knows that testifying in court is a possibility
• Contacts the survivor after the initial exam to help with
follow-up medical
care
• Ensures that all appropriate forms and medical supplies are
available for
examinations
• Commits to an on-call rotation
• Completes necessary training to become certified in
providing forensic
examinations
Advocate’s Role:
Operates under the auspices of the Abused Adult Resource
Center
• Provide support, options, information and advocacy during:
– Evidentiary exam
– Law enforcement interview
– Court proceedings
– Individual counseling
– Support groups
– Services for Secondary Victims
– Makes follow-up contact to answer questions
Prosecutor’s Role:
• Consult with investigator, SANE and advocate
• File charges
• Prepare witnesses
• Pre-trial hearings
• Negotiation of plea agreements
• Trial
• Sentencing hearing
Victim Witness/Advocate’s Role:
• Assist survivor in understanding the court process/system
• Notify survivor of all court hearing
• Assist prosecuting attorney
Victim Service’s Role:
• Notify survivor of parole hearing
• Notify survivor of release dates
